Disapproval
A Disapproved status means a substantive program requirement was not satisfied after review. The decision page states the scope, reasons and available reconsideration or appeal route. A disapproval does not, by itself, mean that a work is illegal, banned or prohibited.
When Disapproved applies
Used after substantive review where one or more program standards are not satisfied — for example a substantive rights conflict, unsupported claim treatment, incompatible licensing position, inability to establish enforcement standing, or another program-specific standard failure.
Minimum content of a disapproval notice
- Scope of the determination
- Program, jurisdiction and authority basis
- Standard / country-module versions applied
- Material evidence categories considered
- Each substantive finding and its reason
- Any limitations on what may be published publicly
- Whether reconsideration is available and on what grounds
- Whether new evidence may support a future registration completion request
- Appeal / independent review route where applicable
Reconsideration grounds

| New material evidence | A permission, agreement, source record, authority response or ownership document not reasonably available during the prior review. |
| Material correction | A factual or metadata error in the record that could affect the determination. |
| Misapplication of standard | Applicant identifies a specific provision or version allegedly applied incorrectly. |
| Jurisdiction / scope error | The wrong country module, territory, format or authority basis was applied. |
| Procedural fairness issue | Material conflict, failure to consider submitted evidence, insufficient notice or another defined process defect. |
Independent review safeguard
The person or panel deciding a substantive reconsideration or appeal is not the sole decision-maker responsible for the original disapproval. The review record preserves the original decision and creates a new immutable decision event rather than overwriting history.
